Kaloka naman ito. There's this proposal that requires for one to have a license before creating online content -- text, media objects, you name it.

Wow. Nagpapatawa ba sila? That's like saying every Filipino who has Friendster, Facebook, and blogs should shell out P6000 annually. Oh, wait! That's the point, isn't it?

There's an analysis about the memorandum that says this only applies to telcos/mobile. See highlighted items on the document.

what the fafaya is that about?? are they out of their mind? and will they arrest us if we don't get the license. there isn't enough prison space for all of us bloggers.
nighthawk49 wrote on Jan 21, '09
what a stupid idea. freedom of expression suppressed? that's unconstitutinal!
rakshari wrote on Jan 21, '09
If you ask me, Philippines would be a prison enough if this pushes through.
rakshari wrote on Jan 21, '09
Di naman masyadong suppressed. For sale lang. Hahaha.
rakshari wrote on Jan 21, '09
BTW, the proposal/draft seem to be pertaining only to cellular based networks/telcos. But it's a fine line.

i hope we're not following the P.R.O.C.?

Siguro selected items lang dapat...parang original researches to be posted online...pero kapag isasama nila ang blogs and networking sites kalokohan na talaga yan. Funds ata for the election? LOL
rakshari wrote on Jan 21, '09
Geez, I HOPE NOT!

Para nga tayong ginagapang dito eh.
rakshari wrote on Jan 21, '09
Most likely, haha. Nawaldas na raw kasi nila yung budget, kailangang i-replenish yung bulsa nila. :))

Hi, Shari!

I linked to your post here, and someone commented to clarify that blogs aren't covered. It seems that only blogs that exist "for compensation" are covered; I think this means sites for business. Here's the link to my post; the comment is below.

Thanks!

that's still a fine line, i think. many blogs earn money from google ads, don't they?

Hi, maydiwayata. The commenter on my site does address that issue of Google ads. From what I understand, he said that this is also not covered. He expounds on this in his comment and on his blogpost, the link to which is in the link above, in my comment. TY!

Thanks again, Shari, for letting me comment here.

But, do you earn when users download your blog to your cellphones? Do you receive a fee from the telcos every time someone accesses your friendster? Main topic of the memorandum is the regulation of fees that telcos receive and the fees that content developers in turn, receive from them. The license is the secondary concern, it just helps to regulate companies.

I do hope hindi magdilang-anghel ang mga bloggers. Because as I read the proposal now, it's only focused on the telco companies, content, and industry... but with all the talk about pro-bloggers and google ads, I hope no regulator reading this goes "hmmm..."

EDIT: Or worse, someone who's at the hearing mentions it out of the blue and the regulators go "hmmm..."

Ano 'to, magbabayad ka para makapagpost ng content online? 0.0 Diba parang unconstitutional na yun. :| Parang magulo yung memorandum nila.

Are you referring to a particular someone here? 'Cause if you are, I think I know who. (lmao)

Pero in my opinion, this has to be discussed in detail, clarifications need to be done, and limitations need to be clearly set...because we all know that sometimes the law gets bent in the favor of one party or another.

In other news, got this at Plurk, from @jdlcaro: NTC just cancelled the public heraring on the Guidelines on the Provision of Content, Information, Applications on Electronic Games.

It was supposed to have started at 2PM.
