But, do you earn when users download your blog to your cellphones? Do you receive a fee from the telcos every time someone accesses your friendster? Main topic of the memorandum is the regulation of fees that telcos receive and the fees that content developers in turn, receive from them. The license is the secondary concern, it just helps to regulate companies.
I do hope hindi magdilang-anghel ang mga bloggers. Because as I read the proposal now, it's only focused on the telco companies, content, and industry... but with all the talk about pro-bloggers and google ads, I hope no regulator reading this goes "hmmm..."
